The paper analyses the phenomenon of democratic backsliding with reference to the Italian constitutional order. Two main areas of risk are identified: the trend towards the concentration of power in the hands of the Executive and the overwhelming techno-economic dominance of digital powers. Proceeding from the premise that the formal safeguards of constitutional law and constitutional justice alone are insufficient to counter such regression. The essay highlights the need for a strong synergy between constitutional rules and a widespread democratic culture. From this perspective, 21st-century constitutional law is assigned not merely the role of limiting power, but also the active task of fostering democratic consciousness among citizens.
