In the last decades of the previous century, movements such as cyber-utopianism, digital utopianism, digital socialism, called for a tech-nological shift towards a development of the individual, even in terms of participation in the public sphere. Today, the technological revolution has taken place, and necessarily the trajectory of democratic participation and digital development have found their crossing points. However, they reveal political-philosophical contours still blurred (platformisation, forms of fragmentation and polarization). On the one hand, it is recognised that digitalisation has opened up the participation of individuals in the public sphere; on the other hand, the process of digitalisation of the public sphere presents forms of power, often of private nature: behind the engineering of a social media platform or digital assistant is the setting of algorithms, values and codes that obey to the arbitrary strategies of the respective companies. This approach reveals, ultimately, the composition of power practices (disinformation, invalidation and manipulation of the individual) that are subtle in form but powerful in their scope: which is the result of a failure of regulating the entire process of digitalising the public sphere. Neo-republicanism (or neo-Roman Republicanism), in this regard, propos-es the inclusion of control thresholds, contestatory regulations, author-ing and editing practices, so as to ensure that the digital process does not compromise or condition the conduct of the individual’s participation in the digital public sphere. The purpose of this article is to investigate what are, precisely, the most appropriate methods of control, authoring and edit-ing that attempt to ensure to the individual a “non-dominated” access to the digital public sphere.

Descrizione: Negli ultimi decenni del secolo precedente, movimenti, come cyber-utopianism, digital utopianism, digital socialism, invocavano una svolta tecnologica verso uno sviluppo dell’individuo, anche in termini di partecipazione nella sfera pubblica. Oggi la svolta tecnologica si è avverata, e necessariamente la traiettoria della partecipazione democratica e lo sviluppo digitale hanno trovato i loro punti di incrocio; tuttavia, essi rivelano dei contorni politico-filosofici ancora sfumati (piattaformizzazione, forme di frammentazione e di polarizzazione). Da un lato, si riconosce come la digitalizzazione abbia aperto alla partecipazione degli individui nella sfera pubblica; d’altro lato, il processo di digitalizzazione della sfera pubblica presenta forme di potere, spesso di carattere privato: dietro l’ingegnerizzazione di una piattaforma dei social media si prevede l’impostazione di algoritmi, di valori e di codici che obbediscono alle strategie arbitrarie delle relative imprese. Questa impostazione rivela, in definitiva, la composizione, anche derivativa, di pratiche di potere (disinformazione, invalidazione e manipolazione dell’individuo), sottili nella forma ma potenti nella loro portata, che derivano da una mancata regolamentazione dell’intero processo di digitalizzazione della sfera pubblica. Il neo-repubblicanesimo (neo-Roman Republicanism), a tal proposito, propone l’inserimento di soglie di controllo, regolamentazioni di stampo contestativo e pratiche di authoring e editing, in modo da garantire che il processo digitale, per errore o per dolo, non comprometta o condizioni la condotta della partecipazione dell’individuo nella sfera pubblica digitale. Il presente articolo si propone di indagare quali sono, per l’appunto, le modalità più adeguate di controllo, di authoring e editing, e di stampo contestativo che tentano, alla luce delle loro complessive procedure, di assicurare all’individuo un accesso “non-dominato” alla sfera pubblica digitale.
