Throughout the history of the Italian Republic, the internal balances within the parliamentary form of government have shifted repeatedly. This essay analyses these transformations from two perspectives: implementation practices and institutional ideologies. The current system exhibits a significant imbalance, characterised by the Government’s hegemonic role. In the final section, the essay considers the conditions required for a rebalancing that would establish a structure more in line with the constitutional design, which assigns a central role to Parliament.
