Abstract (ENG) The One Health strategy has emerged as a multi‑level governance framework for health policies in response to the ecological crisis, highlighting the structural interdependence between human, animal and environmental health. By surveying the main global, European and Italian initiatives that experiment with digital One Health approaches, the article examines how the digital transition is reshaping this strategy, setting in motion a trajectory towards Digital One Health based on integrated data infrastructures, interoperable platforms and artificial intelligence systems for surveillance, prevention and risk governance. Particular attention is paid to the challenges for legality posed by the growing centrality of data and by the infrastructural power of public and private actors designing and managing platforms and algorithmic systems, with implications for accountability, standards, transparency and the protection of fundamental rights. From this perspective, Digital One Health is understood both as an opportunity and as a testing ground for an administrative law capable of integrating technological and institutional innovation, rethinking categories, tools and safeguards in the combined context of the digital transition and the ecological crisis.
La strategia One Health si è affermata come cornice di governance multilivello delle politiche sanitarie in risposta alla crisi ecosistemica, mettendo in luce l’interdipendenza strutturale tra salute umana, animale e ambientale. Attraverso una ricognizione delle principali iniziative globali, europee e italiane che sperimentano approcci digitali One Health, l’articolo analizza come la transizione digitale stia ridefinendo tale strategia, avviando un percorso verso una Digital One Health fondata su infrastrutture di dati integrate, piattaforme interoperabili e sistemi di intelligenza artificiale per la sorveglianza, la prevenzione e il governo dei rischi. Particolare attenzione è dedicata alle sfide per la legalità poste dalla crescente centralità dei dati e dal potere infrastrutturale degli attori pubblici e privati che progettano e gestiscono piattaforme e sistemi algoritmici, con implicazioni in termini di responsabilità, standard, trasparenza e tutela dei diritti fondamentali. In questa prospettiva, Digital One Health è letta come occasione e, al tempo stesso, banco di prova per un diritto amministrativo capace di integrare innovazione tecnologica e istituzionale, ripensando categorie, strumenti e garanzie nel quadro congiunto della transizione digitale e della crisi ecosistemica.
