The editorial “Lessons from COVID‑19: Building Resilient Health Systems” examines how the pandemic has exposed structural weaknesses of health systems, institutions and legal frameworks at global and national level. Drawing on recent WHO, OECD, World Bank and EU reports, it highlights the human cost of COVID‑19, the lack of preparedness, under‑investment and organisational fragilities that have amplified the health, social and economic impacts of the crisis. The editorial argues that resilience must become a core objective of health policy, to be pursued through investment in prevention, community‑based care, universal coverage and stronger links between health protection, environmental sustainability, human rights and the rule of law, in line with the Sustainable Development Goals and the One Health approach. In this perspective, the special issue brings together contributions that explore how different legal systems can draw lessons from COVID‑19 and redesign institutions, responsibilities and governance tools.
L’editoriale “Lessons from COVID‑19: Building Resilient Health Systems” analizza come la pandemia abbia messo a nudo debolezze strutturali dei sistemi sanitari, delle istituzioni e degli assetti giuridici, a livello globale e nazionale. Alla luce di recenti rapporti di OMS, OCSE, Banca Mondiale e Unione europea, il testo mette in evidenza l’enorme costo umano del COVID‑19, la carenza di preparazione, sottofinanziamento e fragilità organizzative che hanno amplificato gli impatti sanitari, sociali ed economici della crisi. L’editoriale sostiene che la resilienza debba diventare un obiettivo centrale delle politiche sanitarie, da perseguire attraverso investimenti in prevenzione, assistenza territoriale, copertura universale e un più stretto nesso tra tutela della salute, sostenibilità ambientale, diritti umani e Stato di diritto, in coerenza con gli Obiettivi di sviluppo sostenibile e con l’approccio One Health. In questa prospettiva, il fascicolo raccoglie contributi che mostrano come diversi ordinamenti possano trarre lezioni dal COVID‑19 e riprogettare istituzioni, responsabilità e strumenti di governance.
