The editorial introduces the special issue of Legal Policy & Pandemics devoted to the One Health approach, placing it against the backdrop of pandemic and ecological crises that have exposed the structural interdependence between human, animal and ecosystem health. It outlines the overall structure of the volume, which brings together contributions that, from a comparative perspective, examine the main legal and institutional challenges raised by One Health: from the definition of “health” and “environment” to the allocation of competences across levels of government, and from fundamental rights issues to climate justice debates. The editorial particularly stresses the role of multilevel governance, prevention policies and cross‑sectoral cooperation, arguing that the effectiveness of One Health depends on the ability of legal systems to overcome regulatory fragmentation, administrative overlap and disciplinary silos. In this light, the special issue is presented as a laboratory for rethinking administrative and environmental law in systemic terms, exploring new forms of public responsibility, participation and integration between health protection and ecosystem preservation.
L’editoriale introduce lo special issue di Legal Policy & Pandemics dedicato all’approccio One Health, collocandolo nel contesto delle crisi pandemiche ed ecologiche che hanno reso evidente l’intreccio strutturale tra salute umana, animale e degli ecosistemi. Il testo presenta l’impianto del fascicolo, articolato in contributi che indagano, in prospettiva comparata, le principali sfide giuridiche e istituzionali poste dall’integrazione One Health: dalla definizione delle categorie di ambiente e salute alla distribuzione di competenze tra livelli di governo, fino ai profili di diritti fondamentali e di giustizia climatica. L’editoriale sottolinea in particolare il ruolo della governance multilivello, delle politiche di prevenzione e degli strumenti di cooperazione intersettoriale, evidenziando come l’effettività di One Health dipenda dalla capacità degli ordinamenti di superare frammentazioni normative, sovrapposizioni amministrative e silos disciplinari. In questa prospettiva, lo special issue è proposto come laboratorio per ripensare il diritto amministrativo e ambientale in chiave sistemica, alla ricerca di nuove forme di responsabilità pubblica, partecipazione e integrazione tra tutela della salute e protezione degli ecosistemi.
