This article focuses on the reduction of the effectiveness of the constitutional text. Some causes of this phenomenon have become historically significant (the constitutional freeze), while others depend on external factors (European integration and globalization). The essay focuses on the "internal" causes, which are the result of political orientations and, for this reason, could be challenged. The first political orientation concerns the modalities of constitutional revision; the second concerns the structure of the form of government. In both cases, eliminating the causes requires that political forces recommence to sharing the entire catalogue of constitutional principles. However, this objective clashes with the reductive reading of fundamental aspects of the constitutional text that sovereignism advocates.
