The legislation on artificial intelligence is a particularly important and complex piece of legislation for the functioning of the European digital single market. It aims to pursue a number of objectives, which are not always fully compatible with each other, such as the completion of the internal market, the protection of fundamental rights and the introduction of a global regulatory standard in this area. The paper therefore aims, first and foremost, to provide an initial overview of the complex structure and content of the main regulatory provisions. From a critical point of view, moreover, the analysis of the text shows that the objectives set by the European legislator are not all pursued in the same way. The regulation, in fact, has several gaps and overlaps (especially in the competences of government authorities), which will make it very difficult to replicate the success of the GDPR and produce a real Brussels effect.
