The paper evaluates the prospects for shared use of the frequency band 6425-7125 MHz by both the IMT mobile network operators and RLAN applications such as Wi-Fi, following recent ITU WRC-23 decisions. We aim to learn from similar past regulatory initiatives for shared use of spectrum, by proposing an alternative arrangement based on the concept of Evolved Spectrum Usage Rights. It would enable fast implementation of band sharing and ensure active participation of mobile network operators as key players to make sharing work.

Abstract
