This contribution intends to reconstruct the most significant events of the University and of higher education in Italy between the 1950s and 1960s, starting from the failure of the Gonella reform to reorganize the Italian education system as a whole up to the student protests of 1968. Through the use of a wealth of archival and printed sources, criticalities and main problems of a significant ministerial season of the University are analyzed first of all, in which a leading role certainly belongs to the illusory attempt led by the minister Luigi Gui, through its bill no. 2314, to relaunch the perspective of an overall and structural reform of higher education.
