The essay aims to re-read and deepen the figure of Camillo Montalcini and his role within the administration of the Chamber of Deputies, starting from archive documents. He entered by competitive examination as a clerk in November 1885 and climbed through all the various internal grades of the parliamentary administration. He was the first Secretary-General, appointed on 1st July 1907, and had the task of regulating the activities of the parliamentary bureaucracy under a single direction, transforming its image into a more modern one. He was an indispensable key man, influential interpreter of presidential strategies, a resolver of doubts, an interpreter of norms, a prompter of resolutions, a connoisseur and preserver of parliamentary practice. He professed the autonomy of parliamentary administration and the separation of technical and political functions within Parliament. For this reason, he was probably disliked by fascism.
Il saggio si propone di ri-leggere e approfondire la figura di Camillo Montalcini e il suo ruolo dentro l’amministrazione della Camera dei deputati, ripartendo dai documenti di archivio. Entrato per concorso come impiegato nel novembre 1885, risalì tutti i vari gradi interni dell’amministrazione parlamentare. Fu il primo Segretario Generale, nomina avvenuta il 1° luglio 1907, ed ebbe il compito di regolare sotto un’unica spinta direttiva l’attività della burocrazia parlamentare trasformandone l’immagine in una più moderna. Fu indispensabile uomo chiave, influente interprete delle strategie presidenziali, risolutore di dubbi, interprete delle norme, suggeritore di delibere, conoscitore e conservatore della prassi parlamentare. Professò l’autonomia dell’amministrazione parlamentare e la separazione tra funzione tecnica e funzione politica dentro il Parlamento. Per questa ragione, probabilmente, non fu amato dal fascismo.
