What does it mean for the United Kingdom adopting a new Bill of Rights? Is there any reason why the Human Rights Act 1998 cannot be considered a catalogue of rights? Or, conversely, is there reason to think that it is a victim of its own success, having been able to deploy all too well its potential to interfere with government action? According to the Independent Human Rights Act Review, which was called to question civil society and academia on the prospects for reform, the most critical issue lies in the lack of public ownership of rights. But judging from the bill filed in Parliament on June 22, 2022, the culture of rights is giving way to rights wielded as a cudgel to delude, with the supposed favour of history, frustrated and livid sectors of society, to keep them hooked to a political agenda that has long failed to know how to deal with their fates.
