The focus of this paper is on the contribution of educational research to public policies, understood in terms of resource, from the perspective of the methodology of educational research. This in the belief that the relationship between pedagogical research and public policies in the field of guidance is, first of all, a methodological issue. The outcome is the proposal of the conditions under which the educational research can become a"partner" for the government, management, and development ofthe educational and training system for guidance.
