The manpower forecasting approach (MFA) was one of the first attempts in educational planning purposes. Manpower planners sometimes overlapped with the very first economists of education. Moving from the expectations about the level and composition of future economic activity, they attempted: i) to calculate the demand for manpower classified by occupation; ii) to convert this classification of demand by occupation into demand by educational attainment; iii) to devise plans and policies to maintain the equilibrium between projected demand and probable supply. The present article reviews the origins of the MFA and shows that manpower planning was not a flourishing practice without any theory. It also clarifies why the MFA failed during the 1960s and how this approach was later modified in order to provide alternative labour market solutions.
