Constitutional democracies face interacting political, social, technological, institutional and geopolitical pressures. Research has largely addressed democratic backsliding once safeguards are visibly weakened. DEMOHELIX examines an earlier, legally under explored stage: democratic systems may remain formally operative while CUMULATIVE PRESSURES impair their capacity for constitutional self-correction and legal repair. This cumulative strain affects the three core infrastructures of constitutional democracy: 1) the organisation and limitation of public power; 2) the legal conditions for informed and plural democratic participation; and 3) the social foundations of equality, inclusion and democratic trust. DEMOHELIX investigates how vulnerabilities and repair mechanisms are transmitted across these infrastructures and across constitutional, EU and international legal levels. Its innovation is distinctly legal. DEMOHELIX: - shifts the focus from manifest regression to pre-regressive legal vulnerability, identifying when safeguards begin to lose corrective capacity; - conceptualises democratic load as a legal category of interdependent pressure, allowing sectoral phenomena to be assessed through their combined effects on democratic safeguards; - develops a legal democratic stress-testing methodology that translates diagnosis into remedy design and multilevel responses capable of restoring resilience; - incorporates WELFARE as an essential democratic infrastructure within this model, examining how the erosion of equality and inclusion undermines trust, participation and constitutional resilience; - integrates international law into the stress-testing model, assessing how its less-settled democratic parameters may support multilevel repair while being weakened by the erosion of multilateralism. Constitutional, EU and international law scholars will apply this methodology to a purposively selected corpus of legally significant reforms, practices, decisions, omissions and multilevel responses capable of revealing how democratic vulnerability or repair is transmitted across infrastructures and legal levels. Using a Legal Cartography Framework and shared matrices, the analysis integrates a gender-sensitive perspective throughout the research design. It advances beyond sectoral studies of institutional erosion, digital disinformation or welfare vulnerability by treating their interaction as a legal problem of safeguard effectiveness, cross-level transmission and remedial coordination. The project will deliver an open-access methodological framework and a final Multilevel Toolkit for Democratic Repair for scholars, institutions and actors operating across constitutional, EU and international legal frameworks. By connecting legal theory, structured legal cases analysis and actionable remedies, DEMOHELIX will provide a transferable model for strengthening democracy under load before democratic impairment becomes entrenched.
