La legacy del NGEU ed il futuro della solidarietà economica europea

The end date of the Next Generation programme EU is set for 31 August 2026 and cannot be postponed. By this date, the reforms and investments provided for in the national plans must be completed. At this point, it is worth considering the legal legacy of this programme. Firstly, the NGEU programme introduced a new method of governance which consists of an original method of coordination between European institutions and national authorities. This method has proved extremely effective when it comes to pursuing European objectives, but it appears to be lacking in terms of interinstitutional relations and, above all, respect for the democratic principle. What will happen after 31 August 2026 is a problem partially solved by a recent communication from the European Commission. The Commission allows part of the unused resources to be transferred to the cohesion funds. This seems to implicitly rule out the possibility of a similar programme being replicated in the future.
