It is commonly assumed that the EU’s Next Generation EU Programme reflects a widespread idea of solidarity. Instead, it is an evolution of the largely selfish notion that shaped the evolution of European economic policy in the years just after the sovereign debt crisis. While it is unquestionably true that the original idea of the programme falls within this perspective, its practical implementation raises some concerns both in terms of its ability to achieve effective solidarity between Member States and of intergenerational solidarity itself (according to both directions of Art. 3(3) TEU). 31
