This article proposes a reflection on the main dynamics through which new information technologies have progressively changed the definition and the reciprocal interaction between privacy and knowledge. In fact, the right to privacy has gradually taken a new meaning and new spheres of action, assuming an individual and collective importance. Many questions arise, related to the need to establish rules of principle on the complex dialectic between the protection of freedom of initiative and the assurance of interests deserving of legal guarantees, a balance made even more complex by the transnational significance of the subjects and interests involved. For the full implementation of democracy, all the urgency of an effective regulation of information is shown, aimed at protecting the individual and the collectivity from the improper use of information technologies, outlining innovative models of active digital citizenship, directed at guaranteeing the dialogue typical of every democratic society.
