The aim of this paper is to compare two experiences where coastal States of two semi-enclosed seas, the Adriatic Sea and the Aegean Sea, were confronted with massive migratory flows, to identify the legal bases and forms of international cooperation applied in dealing with this phenomenon and assess these forms of bilateral and regional cooperation in light of the principle of non-refoulement.
