The article assumes that the fight against poverty is a duty of the public powers, which has its roots in the idea of the welfare state itself. Briefly retracing the ratio of social rights, and the right to jus existentiae as it has emerged in Europe, it focuses on peculiarities and delays in Italian experience in reference to income support measures. In conclusion, the article looks back at some recent interventions, national and regional, which seem to provide a new perspective on the topic, reconciling unity and pluralism.
