The basic idea of this paper, primarily theoretical, relies on the notion of culture, in anthropological sense and the notion of “cultural heritage” as “any kind of material evidence having a value of civilization”. Regarding historical objects of particular rarity and aesthetic value, the functions of protection and enhancement of the cultural heritage have been up to now conceived both in terms of legislation and technique. Practically speaking, the protection is carried on by hindrance of use while the enhancement is carried on thanks to the use itself. Conceptually speaking, protection concerns the value implicit into the objects, while enhancement concerns their value of use. Obviously, like the Constitution of the Italian Republic affirms, and in accordance with the mission of the objects and of the cultural institutions, for whose implementation the business sciences act, the value of use of such objects is primarily in function of the human capital’s increase and this goal is insubordinate with regards to any other. Anyway, the majority of the to idealistic archetypes, opposes culture and economy, describing the second one like something needed and the first one like freedom and gratuitousness. Therefore they interpret enhancement as commercialization, as assessment of higher aesthetical and spiritual values and, in the ending phase, as privatization of public assets. So they see with their eyes preservation and enhancement as opposed to each other, because they are not allowed to see that the materially economic value, that is to say the one that can be commercialized and which comes from the use of objects, does not replace the immaterial value of the human capital’s increase, rather it is its consequence.

Protection, preservation and enhancement, three main aspects of the Italian cultural heritage
